HPIO policy brief examines ACA's impact on Ohio

The Health Policy Institute of Ohio has released a new policy brief, A closer look at the impact of federal reform on Ohio insurance markets.

The brief summarizes select key findings from the Ohio Department of Insurance’s recently released analysis of the Affordable Care Act’s impact on Ohio consumers, businesses and insurance markets. The ODI report was prepared by Milliman, Inc.

Among the key findings highlighted in the HPIO brief are:

  • Nearly 800,000 of the 1.5 million currently uninsured Ohioans may gain health coverage by 2017
  • About 35% of the uninsured will gain coverage through the individual health insurance market and about 62% will gain coverage through Medicaid.
  • By 2017, enrollment in Ohio Medicaid may grow by over one million
  • By 2017, the individual health insurance market may more than double in size to 735,000
  • Greater premium increases are expected in the individual insurance market and more limited increases are projected in the ESI-small group and ESI-large group markets
