HPIO releases brief, resource page on health insurance exchanges

The Health Policy Institute of Ohio has released a new publication titled “Final rules and key stakeholder considerations regarding exchange establishment and functions” (pdf, 8 pages).

This policy brief summarizes major provisions of the exchange establishment and functions final rule released by the federal Department of Health and Human Services (HHS) and highlights key stakeholder considerations regarding these provisions.  This brief is the first in a series of policy briefs HPIO will issue over the next few months examining various aspects of exchange implementation.

The establishment of health insurance exchanges is considered by many to be one of the most consequential and far-reaching components of the Affordable Care Act. In fact, a study commissioned by the Ohio Department of Insurance estimates that more than a half-million Ohioans could be enrolled in the individual exchange by 2017 and as many as 170,000 could be enrolled in an exchange for small businesses. Because Ohio policymakers will have to make a number of consequential choices related to the exchanges, the Health Policy Institute of Ohio has also created a resource page to inform Ohio policymakers on the issue.
