With new federal leadership, there are likely to be significant reforms to health and healthcare policy in the U.S. The new executive administration and many in Congress have expressed strong interest in repealing and replacing the Affordable Care Act. However, the path forward is unclear, as are the potential impacts to states. This series of three online seminars will provide snapshots of federal health policy decision-making throughout 2017. National and Ohio-based speakers will address current health policy debates in Congress and the White House and the implications of federal-level changes for state policymaking and Ohioans.

Seminar 3: The path forward: What’s on the horizon for health policy?
Leanne Gassaway, Senior Vice President of State Affairs, America’s Health Insurance Plans
Ms. Gassaway is a passionate health care advocate and is the Senior Vice President for State Affairs for America’s Health Insurance Plans. AHIP is the national trade association representing the health insurance industry. AHIP’s members provide health and supplemental benefits through employer-sponsored coverage, the individual insurance market, and public programs such as Medicare and Medicaid. Overseeing state affairs for AHIP, she is responsible for assisting in legislative, regulatory and policy advocacy efforts in the states, and activities at various political and regulatory organizations, such as the National Association of Insurance Commissioners (NAIC) and National Governors Association. She also is focused on federal and state driven efforts regarding the federal Patient Protection and Affordable Care Act (ACA).
Matt Salo, Executive Director, National Association of Medicaid Directors
Matt Salo was named Executive Director of the National Association of Medicaid Directors (NAMD) in February 2011. The association represents all 56 of the nation’s state and territorial Medicaid Directors, and provides them with a strong unified voice in national discussions as well as a locus for technical assistance and best practices. Matt formerly spent 12 years at the National Governors Association, where he worked on the Governors’ health care and human services reform agendas, and spent the 5 years prior to that as a health policy analyst working for the state Medicaid Directors as part of the American Public Human Services Association.

Seminar 2: Robert Laszewski, President, Health Policy and Strategy Associates, Inc.
Robert Laszewski is president of Health Policy and Strategy Associates, Inc. (HPSA), a policy and marketplace consulting firm specializing in assisting its clients through the significant health policy and market change afoot. Before forming HPSA in 1992, Mr. Laszewski was Executive Vice President and Chief Operating Officer, Group Markets, for the Liberty Mutual Insurance Group.
Mr. Laszewski has participated extensively in the nation’s health care debate, especially on health insurance reform and the impact it will have on existing health insurance programs, the insurance industry, and the evolving role between payers and providers. Mr. Laszewski has written and spoken widely on the subject of health care reform and market change. His media appearances include health care features on ABC, NBC, CNN, PBS, and NPR, as well as on The McLaughlin Group and McLaughlin’s One on One. Additionally, numerous articles about his ideas have appeared in the national and trade press and he has been regularly quoted in many newspapers including The Wall Street Journal and the Washington Post. He has offered his perspective on health care reform in testimony before several committees of both the House and Senate of the U.S. Congress.

Seminar 1: David Jones, Assistant Professor, Health Law, Policy & Management, Boston University
David K. Jones joined the Boston University faculty in the fall of 2014 after completing a PhD at the University of Michigan. His research examines the political and policy issues surrounding the ACA’s implementation. He is working on a book about how states made decisions around whether or not to create health insurance exchanges.
David is a part of multiple organizations focused on developing and disseminating research on the ACA, including the Scholars Strategy Network. He is also a co-founder of the ACA Scholar Practitioner Network and an original field researcher in the ACA Implementation Research Network run by the Rockefeller Institute of Government, the Fels Institute, and the Brookings Institution. He testified before the Michigan House Health Policy Committee during the state’s debate over a health insurance exchange and regularly speaks to clinicians and administrators at grand rounds, continuing medical education seminars, and medical society meetings.
