Impact of Ohio Issue 3 passage remains unclear

While legal experts from across the political spectrum agree that the constitutional amendment that won overwhelming passage as state Issue 3 will not impact federal health reform, its impact on state health policy remains uncertain (Source: “State Issue 3 won't have a big impact on health care in the short term, experts say,” Cleveland Plain Dealer, Nov. 10, 2011).

"It's open to significant amounts of interpretation, so it's difficult to say what the long-term impact will be," said Matt Albers, a health care lawyer with the Cleveland office of Vorys, Sater, Seymour and Pease who has studied the amendment but did not take a position during the debate on the issue.
