Politics, perceptions and the ACA’s impact on coverage and access

The Affordable Care Act established new health insurance coverage requirements and options for Americans. Throughout the 2014 open enrollment period, many came to define the success or failure of the law by enrollment numbers. Nearly 155,000 Ohioans and 8 million Americans had enrolled in a qualified health plan through the marketplace; millions more gained Medicaid coverage. What do these numbers really mean and, more importantly, how will we know if the Affordable Care Act is working or not?
