In January 2004, the Health Policy Institute of Ohio (HPIO) began its first year as a non-partisan, health care-focused statewide center dedicated to providing independent, evidence-based information to Ohio lawmakers, policymakers, and others interested in improving health outcomes. The Institute, a collaborative effort funded by eight foundations throughout Ohio, is a new approach to influencing health care decision making in the state. Ohio now joins approximately one-third of the states that already have non-partisan state-level “think tanks” focused on promoting sound health-related research, identifying and forecasting emerging health trends, and facilitating productive dialogue among key stakeholders on critical health care issues.
Like many states, Ohio is facing a difficult budget situation, both now and in the future. Safety net programs are at risk and projections that estimate Medicaid baseline growth in Ohio at over 13% for state fiscal year 2006 further underscore cause for concern. On the national and state levels, debates surrounding health care policy have elevated. Rising health care costs, increasing medical errors, upward trends in the numbers of uninsured, and ensuring quality and patient-driven care across settings are only a few of the challenges facing lawmakers and policymakers charged with keeping us on course to live full, healthy, and productive lives.
With these unrelenting challenges as a backdrop, HPIO staff and Board members participated in a professionally facilitated two-day retreat in May, 2004. The principal goal of the retreat was to formulate a formal plana Strategic Planthat would serve as the blueprint for our efforts and success in the future. Further, once the Strategic Plan goals and objectives were finalized and approved by the Board of Directors, HPIO staff participated in a two-day retreat in February, 2005, where we were again led through a formal facilitated process to develop a one-year work plan. Key action steps, measures of success, lead staff, timeframes, and status indicators were identified for each strategic objective.
The dedicated journey resulted in HPIO’s Strategic Plan for years 2005 through 2007. Our efforts are focused; decisions and choices are based on core values, as well as sound planning; we are accountable to our stakeholders and to each other; and we have thoughtfully set the stage for becoming a key contributor to the health care policymaking landscape in Ohio.
